Declaration of interest
In the interest of transparency towards its readers, Mediapart’s journalists fill out and make public since 2018 a declaration of interests on the model of the one filled out by members of parliament and senior civil servants with the High Authority for Transparency and Public Life (HATVP), a body created in 2014 after Mediapart’s revelations on the Cahuzac affair.
A number of officials at the Ministry for Energy Transition, which is headed by Agnès Pannier-Runacher, are said to be at the end of their tether. The minister's partner Nicolas Bays, who has no title or role there, is reported to have constantly intervened to give orders or put pressure on ministerial staff. In addition, several former Parliamentary staff have told Mediapart that they were victims of inappropriate gestures made by Nicolas Bays at the National Assembly several years ago when he was a Member of Parliament. By downgrading the ministry for France’s overseas territories to junior status, now under the authority of the interior minister in France’s new government, President Emmanuel Macron has dismayed many Members of Parliament for the territories, but also a number of senior civil servants. Meanwhile, the political situation in the islands of the French Caribbean and the Pacific archipelago of New Caledonia threatens to reach a crisis point. Ellen Salvi reports.
Alerts concerning the new French foreign minister's behaviour were sent to the Ministry of Foreign Affairs' dedicated 'zero tolerance' anti-bullying unit at the start of 2022, a few months before she was appointed, according to Mediapart's information. An inspection by the ministry's internal inspectorate was due to be carried out at the French embassy in London where Catherine Colonna was ambassador at the time. By playing at being the sorcerer's apprentice and pitching himself as the only acceptable option between the radical Left and the far-right, Emmanuel Macron has allowed Rassemblement National to become a major force within the National Assembly, argues Ellen Salvi in this opinion article. The new minister for solidarity and the disabled has been accused of rape by two women, claims he has strongly denied. Now Mediapart has spoken to a third woman who says that he tried to rape her at a party at his home in Paris in 2010. Damien Abad, who was appointed to the new government under Prime Minister Élisabeth Borne on May 20th this year, did not directly respond to Mediapart's questions about these latest allegations but has “categorically” denied them in a statement. In next Sunday's decisive second round in France's legislative elections there will be nearly sixty constituencies where candidates from the broad left alliance known as NUPES will be in a head-to-head contest with far-right candidates. Yet rather than telling its voters to back the leftwing candidates against the far-right Rassemblement National, senior figures in Emmanuel Macron's ruling party have labelled both those on the right and many on the left as extremists. And they say they will advise their voters whom to back on a case by case basis. Candidates standing for Emmanuel Macron's La République en Marche (LREM) party in the 2017 Parliamentary elections could not get enough of the newly-elected president's name and image on their campaign literature. It is a very different story in this year's Parliamentary elections, which are to be held over two rounds on June 12th and June 19th. A number of candidates for the ruling party and its allies have decided to campaign under their own own name rather than that of the recently re-elected president. The comment has made headlines around the world. But less remarked upon was his extraordinary description of anyone unvaccinated as an “irresponsible person who is no longer a citizen”. In saying this, says Mediapart's political correspondent Ellen Salvi, the head of state – the guarantor of law in the French Republic – has committed a moral, institutional and political error. In this op-ed article she argues that Emmanuel Macron is adding hysteria to the debate, dividing society and giving fresh impetus to the very people he is claiming to be combating.
On Friday evening Emmanuel Macron delivered the final New Year's presidential broadcast to the nation of his five-year term of office. Ahead of April's presidential elections – for which Macron has yet to officially declare himself as a candidate – the incumbent gave a rapid overview of what he sees as his achievements in office. Despite the Covid pandemic, President Macron sought to describe a political landscape that embraced both “optimism” and “tolerance” - an assessment, says Ellen Salvi, that stands in stark contrast to the reality of his presidency. Political opponents immediately accused the president of being “out of touch”.

L’enquête préliminaire contre X..., ouverte en janvier 2013 à la suite d’une plainte pour « détournement de biens publics », déposée par un militant écologiste contre le député et maire UMP de Nice, a été classée sans suite le jeudi 7 novembre. Le plaignant pointe du doigt « les étonnantes conclusions des enquêteurs ».
